PHMSA issues corrective order for Keystone Pipeline

(WASHINGTON, DC) – The Pipeline and Hazardous Materials Safety Administration (PHMSA) is requiring corrective measures before the Keystone Pipeline will be allowed to begin moving oil again.

On April 8, a rupture occurred along the line, 32 miles south of Valley City. The rupture resulted in approximately 3,500 barrels of crude oil being released in the area. No one was injured.

Among the corrective measures required include a review of prior in-line inspection results must take place within 30 days, mechanical and other testing and failure analysis of the failed pipe within 45 days and a root cause failure analysis, special permit evaluation and remedial work plan within 90 days. A written restart plan must also be submitted.
