Bill increasing passage percentage for constitutional amendment clears legislature

(BISMARCK, ND) – A bill that would change the percentage of votes required to pass a constitutional amendment has passed in the North Dakota Senate.

House Concurrent Resolution 3003, if approved by the Secretary of State, will require 60 percent of the votes cast on the question to approve the amendment to the state’s constitution. The change would only apply to constitutional amendments – the statutory amendments would still be able to be passed by a simple majority.

Voters would decide whether or not the bill becomes law.
