OTTER TAIL COUNTY, Minn. – An investigation into possible human remains turns out to be Halloween decorations.
The Otter Tail County Sheriff’s Office was called around 6:30 Wednesday night just west of Fergus Falls. Authorities say they found Halloween decorations in a river which they believe have been there for an extended period of time.
